The number has been hijacked by cold callers from outside the UK. The legitimate owner has contacted Ofcom but nothing can be done as the callers are outside the UK. This practice is widespread and is known as call spoofing . Basically, with the right equipment it is easy to fool telephone networks into believing you are calling from a different number from the one you are in fact using. See call spoofing on Google.
