This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. When asked he said he was from the UK Advisory Information Centre and they ran the Renewable Energy Database where my details had come from. When asked he said he was based in central London. I missed the call but as the number is local to me I rang it back and got a recorded message saying "Your Vehicle" company had phoned. I did a search of the number and it had been reported by someone else as a scam where they tell you the insurance company has money set aside for you because of the accident you had!
