I realized it was not a scam but paperweight. It was just strange that the call lasted 1 second and nobody answered. I called them to fill help me fill out disability related benefit forms. They tried to call me back.

Automated voice call from this number on Tues 27th June regarding a "transfer from my account in the sum of £1000+ and a transaction to Amazon in the sum of £300+" and I was invited to press button 1 to authorise both transactions which I obviously did not do. There was no description of which "account" involved in either the transfer or the Amazon transaction. Checking all accounts confirms NO cash transfer and NO transaction with Amazon.

I was unable to answer the call from this number because my screen was playing up. It did not light up in any way so I couldn't see how to answer or anything. A few minutes later I needed to make a call so I spent some time getting the screen to light up in order to dial out. Surprisingly this number was still calling me. There is no point in reporting to the TPS or OFCOM these numbers that any scammer can buy. The telecoms company Magrathea That sold this number also supply a list of phone numbers to call. You are on that list if this number phoned you. Best is to get something like a Panasonic KX-TGJ420E and block all 0203 calls. And leave a Google Maps review for the telecoms company.
