This is a scam. They phoned me on my (not a smart) mobile. An automated American voice stated they were from HMRC informing me that I owed money and they were sending the dept collectors around. To discuss this matter further and settle the debt I should press; 1. Problem is, I did my Tax Return in April and don't owe any tax. I've not owed tax for years. A scam offering 40% off your O2 account. - I know it is a 100% scam as (a) I have had one of these calls before and (b) I ceased to be an O2 customer 4 years ago. Suspect someone hacked their site or an ex-employee has flogged their data to scammers. Foreign guy said he'd send a special code in a text/email but to not divulge it to anyone - probably because everyone gets the same and they don't want you to compare notes!
