This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. Advised me that I d been in an accident (which I had not) I advised him to go fornicate himself. He said that they d be taking me to court for abusive language. I pointed out that they were trying to scam me and they should not be phoning TPS listed numbers. Pure scum, I feel sorry for anybody who gets caught by their lies and scams.
