Anonymous, 371 is the country code for Latvia, and 00 is not an access code for London for anyone dialling from abroad, that would have to be 00 44 20, then an eight digit number.
SPAM. Starts with a prerecorded message in Chinese and if you press 1 you get a love person answering you in Mandarin. Then they’d hang up.

To cut a medium story short the caller muttered something about calling me back, he failed to end the call / mute his mic as he told me to f*ck off. From looking the number up and finding all these comments saying Vanquis - i called Vanquis up asking why a debt collecting agency is harrassing me when I paid off any money oweing last year and wrote a letter of cancellation LAST YEAR! I dont even have a valid in date credit card with them - how could I owe money?! They obviously havent closed my account! Because I cant remember an email address of password from 4 Years ago they will not talk to me about the account! Vultures!! They should be closed down.
