This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. I became suspicious when caller tried to get me to download an app to my phone. Cancelled the call and Called talk talk directly. This is probably SCAM/SPAM. I didn't understand what the caller was saying (with a far eastern accent), something about computers. When I told here I did not want to talk to her and hung up, she rang me back twice more, asking why. When I shouted down the phone "Get off my phone, I don't want to speak to you", I received not more calls..........yet.
