UPDATE FROM CHEAP WEB DESIGN: Unfortunately we continue to be hounded by scammers which is resulting in thousands of people calling us back to see why they were called (we're only a team of 8 so have had to disable our phones and put a pre-recorded message). Caller said they were from "Microsoft Corporation". They asked for information about my computer, telling me that they knew there was a problem. I kept them talking by asking questions. The caller got angrier and told me that they would be "seeing me tomorrow" before ringing off.
Insurance This number is apparently from a Company called "Review your Policy" - I have been registered for many years with the TPS register which I understand telemarketing are obliged to check every 30 days to ensure the numbers they are ringing are not on this register - the young lady calling was not interested in engaging or apologising for unwanted call.
SCAM - Given the comments from other people and the fact that I had a scam text from Sky, then the odds are this is also a scam.
