Called the number back, and yes customer is with talktalk and they had call screening in place. It seems a call centre is using this number as a mask to make calls from the internet, and therefore when you call the number back you don't get them but an innocent talk talk customer.

Line for shared costs, there are more similar numbers reported mostly as fake PPI claims (just last 2 or 3 digits alternated) - so I assume this should be the same call centre.
