Like all the other comments, this was a recorded message claiming to be from Inland Revenue (I should have smelled a rat immediately at that point - it s HMRC now...) and that I was being sued. Brain not in gear, and in panic, dialled 1, but silence at the other end, then call terminated. I am now so angry. SCAM Text Message supposedly from HSBC (who are not my bank) saying there was a new payee request set up from an unrecognised device with a link to Authorise or Cancel the request. Very quickly blocked and deleted, but as others have said, don't click the link, clearly a scam.

This is the negative balance team from Paypal (See https://www.paypal-community.com/t5/Subscriptions/Paying-an-outstanding-recurring-payment/td-p/1000315 as an example). This team will call Paypal customers if a payment on their account has been paid by paypal but not by the funding source, creating a negative balance. The account holder has 45 days to deal with the issue, before Paypal go to the funding source to ask for the money on a "Chargeback" basis. Legitimate caller if you have a paypal account
