Clearly this is a nuisance and most certainly is unsolicited. Whilst the number appears to be a Manchester number clearly it is not. An elderly family member had a call from this number and in no way could understand the Asian caller. It is probably a fake number. When they ask if I have been in an accident recently my usual answer is to say "You tell me you seem to know". To the contributor who asked what 00 means in front of the number it is simply the first 2 digits you would dial when calling

I was out but hey left an automated message saying suspicious activity on my bank account, listing some of them. Then 'Press 1' to cancel these payments etc etc. Typical scam and definitely might catch some people out. I deleted the message.

They new my name ... beginning the conversation asking me to say if I am Mrxx YYYYYY. I didn't answer but asked why he he was calling and he replied it was concerning Energy surveying going on in my area. I asked what survey and he said he wouldn't answer my questions if I wouldn't answer his. I hung up.

Seems to be used for some telemarketing call center - this range of numbers 1618147xxx (common feature, they use more numbers of the same range) is mostly reported with PPI, accident chasers, RTA - claims of all kinds. Just block it if not interested (I use the app from these pages, no problems). People did they call you with the same or something new? I really don't answer unknown numbers and don't want to call them back...
