I believe they re trying to find numbers which are "live" so they can sell them on to telemarketers and other unscrupulous types. Grotty little businesses. The best way of doing that is calling and then seeing which phones get answered. If a phone is answered then it must be "live" so they hang up and that number is sold on to a 3rd party. Then if you own the number and you answered you get even more nuisance calls.

Just took a call from this number - they asked for me by name and then said I had recently entered a competition and thats how they got my number and they wanted to save me money on my power supplier - I politely explained I wasnt the bill payer and wasn t interested. The guy then demanded to speak to the bill payer - I told him they are not available and not interested. He then went on a rant at me - at which point I hung up and blocked the number. Got called in Ireland from this number. Cancelled my Sky TV subscription because of the sheer amount of crap on it, repeats of stuff that has been repeatedly repeated on a repeating basis.
