This is a scam caller pretending to be from a Lyca phone provider offering cheap contracts, the company they are pretending to be are Mobiles.co.uk. SPAM Nuisance marketing call from a scam 'digital marketing company'.

The call was from a VISA fraud checking unit. However the number was the fax number for a garage in Penkridge, Stafford that closed down some time ago. Clearly scammers have cloned the number.

Well spoken Indian man asked for me by name, gave me my address & postcode, said he was from Domestic General and had checked my paperwork and as I had not claimed I can have a discount. This number is clearly a scam stating taxes are owed & legal proceedings will be started. 1. The terminology (& robotic voice) is American. 2. HMRC will never phone you. They will message you to go to your on-line account.
