I called the telecoms company who own this number range. They only provide inbound calling services, and this number isn t in use with any of their customers. It means that the caller ID is being spoofed which is completely out of their control - the nuisance calls we are getting are really from a different number that is masking as 02070609965. This showed up on my display and the recorded voice explained my internet was to be cut off "due to illegal activity" and offered the option of pressing "1" to "speak to an executive"- not a real phone number and to be sure a scam.
