The point of the scam is to find gullible people who will believe what they say. They are crooks who once they find a victim will ask them for personal details and /or credit card/bank details "So we can proceed with our refund to you" They then commit identity fraud or empty your bank account. After a significant delay (always suspicious), "Hi, this is Matthew. I'm calling about the government scheme for insulation, which you had installed in your loft." As soon as I said "Oh, no you're not" because we have no loft and have not had any insulation of any description installed for more than 10 years, he immediately hung up.
