Almost certainly a scammer. These calls use spoofed numbers and originate outside the UK. The scammers can spoof any number they want. Block the number if you have the facility.

When you answer your phone and if it s a number you don t recognise, DON T SPEAK JUST LISTEN! Wait for the caller to speak first and then decide whether to simply put the phone down. If it s a recorded message, it ll nearly always be a scam or a computer dialling a batch of numbers in sequence and trying to assertain if the number they have just dialled is a voice line. i.e. a private phone number. The call is annoying. When the phone rings and goes to the answer all that is heard is white noise. The situation is such that we let all calls go the answer machine with the view that the call is for us they will leave a message

Don't know who called. Unable to understand strong Asian accent due to hearing problem. Hung up however they didn't ring back so, possible scam.
They phoned me saying they were from BT and trying to stop marketing calls (Like a kind of international Telephone Preference Service) and tried to get get my card details out of me. They read out my name and address to me then asked for the expiration date on my debit card so they could "verify" my details. I gave them a false one. They then asked for the "Reference" number of the card the big number along the top. I asked them to verify my BT account number (I m on Virgin Media) but they did nit see
