Seems to be used for some telemarketing call center - this range of numbers 20363008xx (common feature, they use more numbers of the same range) is mostly reported with PPI, accident claims, boiler schemes, insurance marketing, "you win a voucher.." - wide scope :), pure telemarketing. Called me 6 times in one day. Claimed to be Lotto Direct & that I had entered a competition and won 10 free lines on the lottery. They couldn't advise which competition this was. Then they tried to sell 600 lines per week at "95% discount" -
This number said it was hm revenue saying I am under investigation for tax fraud. Press 1 to talk to a officer or you will be arrested. I'm guessing its a prank caller or scam. But I dont know for sure.
