The number is spoofed by the scammers and the call is not from within the UK.
Seems to be a PPI claim company by the name of HA Advisory - the person spoke with a Northern accent (maybe Manchester, Leeds etc)

This number has called me numerous times over the past 3 or so days, including twice within 10 minutes of each other this morning! If you really want or need to speak to me, then leave a message on my answer machine, simple!! - these people will never leave a message and I will NEVER answer their harrassment calls on a number that I don t recognise. SCAM Saying they are calling from virgin media, about our slow Internet router. They will proceed to ask you to download a software on your pc and then steal any banking details and passwords. We end up having 10 of these calls a day, it's so frustrating. I end up laughing and saying some choice words or going along pretending I'm doing what they are asking. When I say I'm not with virgin media they switch and say they are an it department for all Internet providers. Do not fall for this!!!

"Brian" called from this number. He called me last week from a different mobile (which I blocked) introducing himself as "Barry".
