Had this number call a few times, yes it's part of Halifax but it's one of many of their areas - it could be birmingham midshires mortgage. It's not a scam. The reason you can't call the number back is it's a number set up not to accept incoming calls - many banks/mortgage companies etc have them now adays. I couldn't find any info for this specific number, but as I can see people do search for this number on different similar pages, and there are more similar numbers reported (016181491xx - just last 2 or 3 digits alternated) - so I assume all the numbers belong to the same call centre.
