This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. They left a voicemail explaining they were a solicitor and they had an important message, called them back and as below they wanted to see if qualified for PPI. The guy didn't want to take no for an answer so hung up and have now blocked them.
