This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. Yes, this is an automated "appointment verification" call from Cambridgeshire NHS (Addenbrookes) to verify and offer you options on an appointment that you or someone in your family has booked. All automated, like voter registration - "Press 1", "Press 2", etc. System will ring you several times in attempts to get answered.
