My mother has been contacted many times on this and other phone numbers. The message, from the caller is always the same, she tells my mother, first in English and then in Chinese that she has a package waiting for her, to collect from the Chinese embassy. This is clearly a scam call.

This is a company called hoo. Online travel platform, my company uses them for our bed and breakfasts. Number is genuine and safe.
I never answer the landline (to avoid giving scammers/spammers the knowledge that my landline is a valid number). I researched the number but could not find a legitimate index entry, so I conclude it is a scam and not to be trusted at all. Potentially dangerous. I keep receiving messages in quick succession on my landline answer machine (8 this morning so far). They are clear until the company name is stated, when it becomes muffled. Having looked at the reviews, the calls seem to come from Talk Talk (can hear it is a busy call centre in the background), but I am with BT and have never had any dealings with Talk Talk!

They claimed to be from my bank (VM money was Yorkshre Bank) to ask me about potential fraud on my card. (£52 on Argos in Aberdeen) I was supicious when they got agressive when I didn't know my banking paswword and I said I would have to call them back. I called the fraud number I have in my phone (0800 121 4251) and they confirmed it wasn't them that called me before. The chap on the actual fraud line also said that the real bank won't ask for any part of or all your internet banking password EVER!
