Claimed to be investigating utility companies, looking at their website they've clearly got lots of other things going on. This was a sales call not an investigation.
This is one of those computer scammers. Want access to your computer etc. I googled the number and plenty have reported it as above. Block. Don t pick up or they know you are a legit number.

If you don’t press 1 immediately, an warrant will be issued immediately and you will be arrested shortly” HMRC doesn’t call like that, they will write to you if they need something. Woman claiming to be called 'Daisy' calling from the diesel emissions team. Asking for someone called Ray Shell. She had an Indian accent and promptly hung up when advised there is no such person as Ray Shell on this number.
