Calling illegally as we are registered with Telephone Preference Service not to receive marketing calls.

Possibly scammer. I am American, got a random call from this number today, but didn't answer it because the area code was so far away. I don't know anyone in England who would have my number or be calling me. They didn't leave a voicemail either. With the recent boom of robo-dialing scams and even number-spoofing scams (although those would fake a more local number), I doubt it was an accidental wrong number. Too much fraud going on these days, even with international numbers.
