i don't know who it is. i don't know scam or no scam fraude or no fraude i live in the netherlands, ans there we are very carefully with numers from foreign land, because of scam an specially fraude. If I can't see who this is then i don't pick up the phone. They can speak first in my voicemail with their phone number, who they are, so that i maybe can call back, but they don't. That is why i use annoying, and not dangerous, but that doesn't mean it isn't dangerous!!!

call from this number today 08:48 28 Oct 2016,said he was from microsoft, my wife told him she was not interested where he was from,caller hung up. had a friend just last week scammed by same type of call but supposed to be talktalk and he let them control his laptop,they attempted to get money from his account but Barclays stopped transaction. BEW
