Long silent call from 01625 342966 and then the next day dropping to "no agent available" broadcast call. Numbers in 0161 814 range and the one above are allocated dynamically as pseudo local numbers by https://nexbridge.co.uk/ The only trace for Morgan Cooper is a presumably unrelated metal bashing company down south.

What sounded like someone in distress from this number.... then a voice without easy recognition of the words used then when rung back this number appeared to be from a company ...

This is a scam number as it appears to be a London based number but appears on phone display as an international number. How stupid are the scammers when basic phone technology is showing it not a call from a legitimate uk number and they never leave a message.
Fraud, TAX, SCAM automated message informing you that you are being investigated for tax evasion, threats of warrant for your arrest and to press 1 to discuss. No indication given as to who the message is from, does not state Inland Revenue or police.
'Hi it's Ash calling from Chelmsford'...he asked to speak with our Health and Saftey person, so I suspect it's a spam/sales call.

Laser eye surgery and treatments. Maybe they took my number from my oculist. I will ask him, but at the moment I m not interested in this kind of surgery. I have my nice glasses :)
