They are the Tenant Shop on behalf of Martin and Co. They want to provide discount for getting your broadband and telephone and other stuff installed.
SCAM. Jasmine claimed to be from EON calling about smart meters from 08085015200, but my phone data confirmed the actual number she called from was 02922229992. When challenged she claimed "that is odd". She was unable to advise whether RF filtering and VPN protection were provide on the smart meters, and could not confirm who paid for the cost of the smart meter connection.
