I didn't answer, I'm italian and surely I don't have any relation with this number. I think it is spam or scam...
Answered mobile as it came up with a local number. Could hardly hear caller for background noise. When I confirmed my identity, she advised she was calling from First Response, I could hear nothing else she said and she terminated the call.

Called two or three times a day refuse to pass me to a supervisor use blatantly false names, lie and hang up when I insist on speaking to a manager.
My phone has a spam alert, so numbers like this go unanswered. Be safe only ever answer a number you know, unless it us an unknown number, as it could very well be a hospital or government department trying to contact you. Most hospital or government departments use a switch board and have to dial a prefix to access an outside line. In that case you will not get the number that is trying to call. If a caller with holds a number then it should go unanswered.
