Clearly this is a nuisance and most certainly is unsolicited. Whilst the number appears to be a Manchester number clearly it is not. An elderly family member had a call from this number and in no way could understand the Asian caller. It is probably a fake number. When they ask if I have been in an accident recently my usual answer is to say "You tell me you seem to know". To the contributor who asked what 00 means in front of the number it is simply the first 2 digits you would dial when calling

Scumbags trying to make money out of the unsuspecting. Blow a whistle down the phone at them and see if they can help themselves.
