I received a voicemail from this number today. It went on for at least several minutes (I hung up in the end) and it was just an assortment of inaudible strange noises. Very weird.

Safe number - NHS - NHS Business Services Authority - legit organisation who deal with a few things, including EHICs, NHS pensions, exemption from health charges (prescriptions, dental, optical and travel for medical treatments) etc. Definitely answer!
IT'S A DANGEROUS SCAM! A computer is dialling numbers in sequence to sniff out voice lines. If you speak then the line is detected as 'an active voice line' and logged as such, a scammer will then be calling you later! If you don't recognize the number calling DON'T SPEAK, JUST LISTEN! If you don't hear a voice and then the line goes dead then congratulations - you have just successfully escaped being scammed! THESE CALLS ARE HARASSING AND ALWAYS POTENTIALLY DANGEROUS!

Had ring me 2 days in a row. A man with a very strong Indian accent said he was ringing from O2 saying as a loyal O2 customer I qualify for a discount on my O2 monthly bill. When he started asking me to go into messages to see a text he was sending to me I decided it sounded dodgy and hung up. Today I just told them I don't believe they are ringing from O2 and told them to F off before hanging up.

They said they were local authority and asked if I needed any repairs, any dampness etc. I asked who had contacted them and this did not make sense. I put the phone down on them. She gave me no information whatsoever and the background was silent.

Said they were calling to offer free inspection of loft insulation because the Government has designated some of the old stuff as "irritant". I asked who they represent and she said they work with a number of companies. I asked what her organisation was and she told me she'd get a manager to ring back in the next half hour. BT Call Guardian took care of it as the spammers/scammers will never bother to 'announce' themselves... they can't when they're using autodiallers to try and connect to as many number as possible. The activity was suspicious so blocked my account. Logged into my Amazon account using the official app and there is no such activity.

This number has called constantly the past few days, always on my mobile first and when I don't answer that, they ring my landline, straight away. No message is ever left, really annoying. I've now blocked the number on both my mobile and my landline - if it's important they should have left a message, so I can only assume it's a scam or aggressive sales.
