This is either a scam or someone trying to sell something. When type the number in on google, it comes up with a man named Jake Stacey. Caller rang off as soon as I picked up the phone, (10 seconds) - now blocked.

Robin called. Sounded foreign. Said he was calling from the call blocking and scam department. When I asked what company he was calling from he said "the national call blocking company limited" i said there was no such thing. Curious how this was 24 hours after "microsoft" called me and I told them I didn't believe them..... Told him the only legit call blocking was The Telephone Preference Service, and he hung up.

This number is a scam number - phoning about My MS computer, which I don't have. As soon as I challenged she hung up. The accent was foreign, but using common English forename- it is 100% a scam line.
