My son answered the phone and passed it to me. A voice clearly stated who they were and that I was being recorded. I asked where they got my number from (as its a brand new line and I have not given it to anyone at all!)They said I was on there system as I was a customer of there s. They collect on all gov debt. Pretty rude company and very unorganised however they are legitimate. If you deal with them make sure you keep records of the conversations as they may lose information and forget conversations had, even if they call you a hour after you have called them
