Suspect it's Cognism or similar checking they have the correct mobile numbers for contacts they're selling. Ask for you by first name, then when you say it's you, they say a random surname and then claim they must have a wrong number.

I received the call from this Vietnam number at 8am on a Sunday. By the time I got to my phone they had rung off without leaving a message. I had requested a cash offer for my house from Go Move and wondered if it was them. I checked with Who Called Me and discovered that it was a Vietnamese number which has over 1000 checks and one7/10 review saying it was a government message thanking them for their coronaviru efforts. Scammers. They say they are from Blockchain.com, but they want you to put money on a dormant account so you can reactivate it and take the whole amount from the account. These people used 56 different numbers to call me, but I keep them on a string and let them lose their time so they cannot mislead other people in that time.

This is an Inland Revenue scam. They sent me a robo-call sying I was going to be prosectuted by the Government under the guise of something I'd done associated with Inland Revenue. I wait for the someone to come on the line who asked 'How can I help you?'. I replied by saying 'You called me'. They dropped off the call.
Rings then hangs up. Treat as potentially dangerous, no place associated with the number.
