Appears to be a phishing call. I answered and an automated voice just said "goodbye" and the call ended. This typically is an attempt to have you call the number back for any number of reasons, typically non of which are good.

Bank Scam: Call to my landline - a recording of a female robotic voice with an American accent told me that 2 transactions has been made on my card that were potentially fraudulent. Automated call claiming to be from a bank fraud department with suspicious activity on a card for transactions of hundreds of pounds. No bank name was mentioned and it asked to either authorise payments or choose to speak to someone. When no choice was pressed immediately the call was ended.
