This number is a scam. My mum received a message from this number purporting to be me saying that I had broken my phone and could she use another number to message me on Whatsapp. This is the "Mum I've lost my phone scam" and this number cannot be trusted.
Fraud The Digital Direct company AVOID IT. They will not provide any services what they promise, and stitched you up with contract against yours rights as the customer. Never received from them any art work and any service they agreed to it. Just taking money from small companies for nothing.
A message was left in what sounded Chinese/Asian. Perhaps just a mistake.

I missed a no caller ID call from Dundee city council, the person gave me this number to call back on. I'm immediately greeted by an American automated voice giving me options to which I decide to hold for assistance cuz none of them mean anything to me. I don't type or do anything but an English automated voice comes on says "sorry I didn't get that", this repeats indefinitely.. pretty sus for a number that's meant to be the counsel. Woman called. Said my loft insulation didnt pass, as after a study by the British Lung Foundation found that it could be an irritant and did I want a loft inspection. Told her the house was only four years old. I asked her to identify herself. Said that she worked for loads of eco companies, so I said I trust no one and could she send me an email. She then hung up.

Absolute scam. Claimed to be from OpenReach told me they would switch the internet off for 72 hours as our IP address was public and it was a GDPR issue. When I told them to make our IP address private as they actually own the internet, they told me they couldn't. I had to run a software on my laptop to do it. Literally do not do anything they say!
