keep receiving mobile texts saying to call the number for ppi

Called as it s a local number to me (Amesbury) I picked up as could have been a trustworthy number. No sound after repeatedly answering "Hello??" after 10 secs heard garbled nonsense and the line went dead. Tried calling back had 20 secs of silence and no ring tone.

Called about "my application for loft insulation with government grant". I have not applied for this, so assume it s a scam. Unusually for a scam call, the number...
