I need to leave this here in case anyone else is experiencing this. It has been reported to British authorities. IP is probably being bounced.

Phoned this afternoon. An automated voice declared that it was a call from "security at your bank", so at least the scammer doesn't even know which bank he is supposed to pretend to be.
