Certainly not located in Manchester and it is a private number not linked to anyone but the holder of this phone number. Not used for scam calling or other criminal activities, I know this as it's my personnel phone number.

Saying that was from Virgin Media, asking to access my computer because my landline was corrupted. It was the 4th call today, different numbers but same story and each time they hang up when I told them I am recording the conversations. I had this type of phone call before and I checked with virgin media and they said is fraud, do not give any information because they do not contact customers with such matter.

I have no idea how you made this a number from Russia, no idea what or who it is, just rings and hangs up, so blocked. DON'T EVER ring back, if they don't speak it's of no use to you, and is one of the ways to rip you off, because it registers as a live number and they docan sell your number onto other scam lists; and the number can get diverted to a premium number that will cost you serious money, search it before anything else, and report when it's bad.
Received a text from this number, claiming to be from Evri (the new name for Hermes), saying they'd missed a delivery, and wanted £1.45 for redelivery. I googled Evri and and according to them it's a scam, to get your bank details and Mt your account.

Foreign accent called me saying they were from Direct Mobile company. When I told them I was going to end the call and report them, he said; Oh, why you speak like that ma'am? And started to abuse me before hanging up.
First half the call I thought I was talking to a real person, said they were from some housing repair scheme and said I'd submitted a damage claim. This is a scam company trying to sell services for stock trading. They use a multiple mobile back up numbers also. They are always non English natives with Russian, east European, Indian accents featuring. They will offer to send you a clickable What's App link which is possibly infected with a Trojan virus or takes you to a website. They will keep calling no matter you telling them you are not interested. Definitely avoid.
