My phone diverts numbers not in my phone book to voicemail. If a message is left I consider responding. No message I block. This number left no message so it’s blocked.
Irish traveller scammers, they arrived in a pair to purchase goods with a fake banking app. Used every excuse possible. Probably a burner number but blocked. Sent them away without the goods and they called back trying to “show me the reference number” and arrange a call with bank of Ireland.

They said they were calling from HMRC, however HMRC never calls mobile numbers. Phone scams are a common way for criminals to con people out of money using various tricks to get your personal or financial information. This is not the case and this company has no affiliation with Microsoft. It is a scam to get your credit card info and gain access to your computer.
