This number when called back tells you that you have dialled an incorrect number. My opinion is by experience that it’s a spam number. Usually trying to sell something or get details from you for insurance or PPI claims. I have blocked now.

Under MRS T&C a company is obliged to reveal the name of the company hes calling from and this guy didnt want to do that. Suspected fraud Automated call saying they are calling from Royal Mail because parcel hasn't been delivered twice as nobody was home and to press button for English or Chinese. Then the same message in Chinese. As I did not press a button, the call ended. (And I am not waiting for a parcel). I am very suspicious, as I never got a call from Royal Mail from a mobile number, they normally leave a notification behind to pick it up yourself. Claims to be calling about my existing life insurance. Continued to read off his script while I fired questions to him about my non existing life insurance. Trying to get personal information like age, date of birth, address, etc.
