SCAM - has to be. This number called me today. I do not answer unrecognised numbers. They left a voice mail, foreign voice, couldn't really pick up on everything said, voice was quite deep. They did say I needed to make a payment and to answer emails. Up until this mornings call I had had no emails asking for payment - not that I would answer them anyway. email in my Inbox purporting to be from Bulb (My Energy Company) - I have a DD with them they would not act in this way = DELETED !

This number rang twice and a message was left but the voice is so faint we are unable to understand what was said. No idea who this number is.
Loft insulation scam. Call centre in the Philippines claiming to represent Insulate UK, who state on their website that they do not do telemarketing. Was given website of insulateuk.com, a conservatory manufacturer.
Heavily accented person telling me he could reduce my phone bill charge. I told him he was not from Ashford! He kept talking so I told him to stop reading from his script and he hung up. Number now blocked by me.

Searched Google and found they are being looked into by the FCA as they are unlicensed and are trying to sell services or products with out being registered. When I hung up he called me back from a slightly different number offended that I had hung up. DO NOT ENGAGE WITH THESE PEOPLE.
