Yeah, these idiots keep calling me too. My advice is to play along and waste their time. I spent hours providing them false contact and banking details. They got really angry when they kept asking me to confirm the account number. It feels so good wasting their time when then had full intentions of wasting myne / whilst trying to rob me blind . Some of these comments are hilarious espeically the one about the dihaorrea To those of you that think the DVLA

I have no idea how you made this a number from Russia, no idea what or who it is, just rings and hangs up, so blocked. DON'T EVER ring back, if they don't speak it's of no use to you, and is one of the ways to rip you off, because it registers as a live number and they docan sell your number onto other scam lists; and the number can get diverted to a premium number that will cost you serious money, search it before anything else, and report when it's bad.

Caller definitely had a "British" accent (though I know there isn't just one - he was definitely a native English speaker though) but really didn't annunciate when he was speaking so I struggled to understand him. He backtracked several times when I called him out on what he was saying.
