This number just called me, and despite entries saying this is the Microsoft scam, and other fakey company fakes, this call was from "Go Green Energy Survey", a "genuine government department" wanting to know about my energy usage and supplier. Probably building to a scam, claimed to be BT a UK telephone provider investigating illegal activity on my internet, when I inquired as to who might be doing illegal things the caller suggested probably foreigners!
