Recorded message from "bank security department" regarding unusual activity. No bank name given, obvious scam

Typical pattern: "We called you x-months ago & you agreed to place advertising with us in a crime prevention booklet" & when I denied the call their first line was, "But we have recorded evidence" (great business approach to customer relationships & satisfaction!). I have requested a copy of the recording several times & they agreed to send it, but it never arrived. They have sent invoice; payment reminders; continuous phone calls
