Ok seems like this number has called people starting on 23March 2023. As do not no anyone in Dagestan or Russia for that matter i did not answer. They left no voicemail as regards why they phoned so treating it as a scam and blocked it.

I think this is a marketing call. No message left, but they tried twice and the same day I received a call from a similar number with 2 different digits - again no message. When I called it (blocking my own number) there's an automated number saying the office is closed and it's 'something' communications (I didn't catch the first word). This pond life keep calling on different numbers several times a day with different scams have blocked again
As of writing, 3 different numbers tried to call me today (020 8956 2943, 020 8956 2230 and 020 8956 2601). They all start with 020, I don’t know anyone who owns those numbers, maybe the same individual is using different numbers to call me. Likely a fraud and now it’s harassing.

This number has called me several times in the past few days & 3 times today alone.
