Indian caller said he was from the Department of Health and asked to speak to a certain person when told it was the wrong person he confirmed the number and asked who he was speaking to as I was suspicious of a scam it told him it didn’t matter as I was not the person he wanted then hung up

The information on this page that the number is located in Kazakhstan is also suspicious, since Impellam does not appear to have an office in Kazakhstan. Didn't reply, reported and blocked number, Suggest others do the same.

As this email was directly from PayPal, i checked my account and the request for payment was actually true, however the message on the request is false and the number is fake. This number is NOT Paypal and is a scam.
