Is this not a criminal activity as "Bank of England is a highly respected HM Govt. institution. Can't police check first, record and then arrest this people? for fraud and criminal activity charges?

My experience is the same as everyone on this page. This is a scam. how can I stop these scammers apart making note of their number and not answering it if they ring again. They may not use the same number though.

I don't answer unknown numbers and they left no message. Have missed calls from them on my mobile, was trying to dig some info on the internet before calling them back, but found nothing, no luck.
