I think the chap said he was calling from Instant Law and was calling about the "not your fault accident claim" in January of lat year. I said he had the wrong number to which he said it might be to do with a window replacement claim. He could not give me a car registration or the name of an insurance company so I told him I couldn't help him. He hung up.

Seems to be some call center, I can see more similar numbers (all the same range 16124978xx, just last 2 or 3 digits different) reported here already. No idea who is behind it, they left no message, no VM. I really don't answer unknown numbers, tried to dig some info about this number first on internet, but no luck so far.
