received call whilst out from this number. Rang back and says number not recognised, possibly a scam
This sounds like exactly the same scam described at https://whocalledmeuk.co.uk/phone-number/2038856906. As with that one, they quoted a website http://globalconnectmarketing.co.uk/ and claimed to be from a company called Global Connect Marketing, but the website is not online. The caller claimed that they try to track down unclaimed pensions in the UK (I am based in the US).

Had a call from this number today at 11:40 hours. Lady named Liz Ramsey says that she is from the DWP. She claimed that her office is in Pembroke Dock. She said that there is nothing to worry about,(ha ha), my EsA is being adjusted.etc. She wants to verify any change in circumstances. She wanted to ask me some questions. I refused saying that i do not know who she is. I told that my number had been withdrawn from the DWP because of many such telephone calls. She said that she would send me a form. I wanted
