This number belongs to a company called Intelling Ltd based at Wythenshawe (Manchester) and Belfast. An O2 customer service representative confirmed that it is an O2 number, or rather that O2 uses this company to sell its services. The Managing Director at Intelling is a chap called Phil Morgan. They call from this number twice a day under the guise of different company names - Direct Utilities, Business Utilities, Select Utilities, Regional Utilities. They are clearly dumb, because when requested to remove our details from their records and stop calling, they say OK and then don t do it, despite being told the we only have a mailing box address and therefore have no need for utilities.
